There are lots of keeper halibut in Dana Point Harbor. There are lots more off of doheny beach. Read some of my earlier posts and you'll get the idea of where and how many and what to fish with.
I have caught four obvious keepers in the Harbor since the begining of October, and several more that were about 22" and quite a few smaller ones. I only keep about one fish every 2-3 weeks, don't need anymore than that.
