Baydude,
An 8'6" Salmon/Steelhead Rod on 6# is an excellent choice for Perch and Corbina. I use the Carolina Rig because it allows me to switch from grub to bait with no hassle.
As far as where to fish in Oceanside, see my post to Croaker Catcher above. Actually, there are no bad areas so whatever works for you is where its at.
Buy yourself some Kalin and Mojo 1.5" grubs and look for sand crabs when your at the beach and go for it!
