Knock out the pin at the joint, and pop out the lead weight inside the head section of the bait. You might have to drill it out. Losing a 1-Up isn't so bad, and I speak from experience haha. Put it where they live!

I'm pretty sure the one up does not have a lead weight but actually weight added to the hard platic material. You can knock out the pin and drill holes length-wise in teh top center of the bait and cap it with a wooden dowel. This might not get it to float, but it will be a slow sinker, or maybe subsurface suspending bait.

That sure is a nice bait to be drilling into. I would try and trade for a floating one or a floating real deal insted of risking screwing up your bait. Or just sell it and buy a floating bait.
Plus you could mess up the balance.

Knowing my luck I think I'll just use it as is. This bait is actually my second one. The first one is at the bottom of San Pablo dam. Getting this second one cost me an arm and a leg so all that modding might depreciate the value of the bait even tho I'll never sell it}( thanks for the input fellas.

there might be a couple different versions, as I've done this exact mod to one of my 1-up's.
