Props to you for taking a stand on an issue that you feel strongly about. I have to tell you that you are starting what will be a long journey that likely will involve extreme frustration. Ive been through the regulation change process once in CA. My journey started while standing on the bank of a lake knowing something was wrong and ended close to seven years later after giving a lengthy presentation to the Fish and Game Commission. It can be done with motivation and determination, and having an understanding of politics doesnt hurt! If you have any questions about the process I would be more than happy to answer them for you.
