Yes Sir. Line tie located at the top of the head is for fishing the bait on the standard sinking retrieve. While the line tie located under the chin is designed to make the baits wake and stay on the surface much easier.

now is that innovation? or has the 2 line tie been done to a trout plug before?

The trout bait is shorter than the shad, bass, and hitch bait? That seems a little weird to me.
