I don't do alot of pier fishing but for halibut in general if you can get the live bait, it's on. Smelt would be my first choice with small macks as a possibility. Chovies are good choice for the frozen varieties and are best when slow dragged across the bottom. You can substitute sardines if you can't get the choves. But the smelt is by far the best Butt' bait around. Most of the time you can jig them up from the pilings with small bait rigs or small shiny hooks, too. Tip them with little pieces of either bread or bait. The flatties will hang around the pilings as well as out beyond the surf zone. Just remember, if you have smelt for bait and the butts are hanging around, they will definately find it. You don't have to place it right in the structure, the barny's will readily venture out aways to attack a struggling bait. Hope this helps and let the board know how you make out with them Butts.
