Someone on another board referred to those as "bikini perch." I believe the best bait for that species is the Folding Benjamin in green color. The PV variety require a bigger bait than in some other areas.

Seriously, I once caught a 17# BFT dragging a horrible looking thrice thawed dead 'chovie accros the bottom off Torrance beach. Man, talk about hungry AND lost! :D
