If a problem does ever arise from fishing the receiver it will not be because of too many tubers. It will be idiots who don't have a clue getting in the way of what the harbor is for - the launching and landing of boats. If everyone uses common sense there should never be a problem.
This is an area where float tubes shine mainly because you can move and fish at the same time (i.e., get out of the way).
