Well hopefully having that rule avoids mistakes that have happend in the past if ya know what I mean ;) It does not impede people from fishing in two different BNT regions, but we will never have the problems of people participating in two different organizations at the same time. While this is unlikely, I'm sure you have heard before that there is always a reason for a rule and this one is no exception, I would not want any club official to have to deal with the problems that can arise when there are two orgs fishing the same body of water and have anglers participating in both. Again I understand it may have no meaning for the time being and that is great :7 but keeping it there ensures the problems won't happen.
I guess the rule should state no fishing in other organizations tournaments on the same day an angler participates in a BNT event. Maybe that helps clarify the situation.
