The only split ring I use is underneath the bait attached to the first treble hook. If you have anything above the bait, it won't slide up the line properly when you hookup. As for a rod, I'd just use the standard trout plug rod. Calstar 800XL, 800L, or any of the other regular trout plug rods. I have no idea what you mean about if the bait pulls back. If you're asking if it has much drag in the water, it's no different than any other big bait.
