Retrieve speed is almost always directly related to two things; water clarity and temperature. The clearer and warmer the water is, the faster you can reel it and inversely, the colder and muddier the water is the slower you should reel it. Those are rules of thumb to start with.
The Triple Trout naturally runs in the 0-10 foot range. Of course you can sink it out deeper but in general the Triple Trout is not made to contact the bottom or parallel the bottom. So logically that says that the fish you're fishing for with the Triple Trout should be in relatively clear water, suspended, or in areas where they can see the top 10 feet of water.
This all might sound dumb and basic but does it help clarify a little bit?
Another thing to consider is this... If a big bass really wants to eat your bait, it'll probably eat it at a lot of different speeds and a lot of different retrieves. It's much more important to focus on getting your lure in front of fish than to worry if you're jerking it just right. Constantly ask yourself if there's any chance that a bass will see your bait on a given cast. If the answer is no, why are you making the cast?
Me personally, I retrieve my baits slow and steady most of the time, and I match baits to where I think the fish will be. I think a lot of people totally over analyze retrieve speeds and twitching the bait and all that. I would much sooner change locations, lures, or lakes before I change my retrieve because I'm confident that if I get the right bait in front of the right fish, it'll eat it regardless of how fast it's going.
