I have a question in regards to the ratings.
How does this work?
If or how can we work to achieve the highest rating?
Who votes or evaluates in giving scale of value to rating?

Joey,
Whenever you view a message, at the bottom of the screen is a red ranking thing with the numbers 1-10. You can click on a number and rank the thread. Most guys are just too lazy to do it...(myself included)
