1/4" bolts with washers backing them inside and out. I suppose its possible they could tear out, especially on the anchor mount but you have to figure that you can't anchor a jon boat in hight winds anyway because you just start taking on water.

I don't know what holders you got but the Cabelas ones are pretty cool because you can mount their anchor pulley in the rod holder base or vice-versa.
