The latest issue of Bass West has an article on Lake Hennessey. It says it has both northern and florida strain largemouth, plus small mouth. It says no gas motors over 10hp and that its small enough that a trolling motor can get you around the lake fine (which implies electric motors are OK too). As for float tubing, it says that being a water supply there is no body contact allowed so float tubes aren't allowed (that's what the article says). I wonder if tubes are OK with waders???
As for the body contact issues, in California, being a water supply doesn't mean no body contact. Lopez Lake is a water supply but allows swimming, skiing, jet skis, etc. The law states no body contact with water supplies that aren't aerated. Lopez has a pump churning water which is why body contact is OK. Santa Margarita doesn't and therefore no conact there, but tubes are OK if you've got chest waders.
Of course this is all contradictory to the previous post. I'd suggest tracking down the phone number for parks and rec for Napa county and asking them.
