Thanks Pete,
for standing up & taking one for the team!
From my understanding they don't make any distinctions between recreational fisherman & commercial fisherman in regards to the reserves. The footprint left by the recreational angler is nothing compared to what the commercial fleet does to fish stocks & habitat. I would propose closing certain reserve areas to commercial fishing only & see if that has the desired effect before shutting good structure areas down to everbody.
